SUMMARY OF SOBE WEST BOARD WEST AVENUE CORRIDOR PROJECTS RECENT PROGRESS CALL WITH DAVID MARTIN TERRA GROUP
Background: As part of Terra Groups 1250 West Avenue development agreement, Developer David Martin agreed to finish the baywalk behind 800, 1228, 1250 West Avenue properties and 1450 Lincoln Rd. Once completed, these four key segments will provide baywalk continuity for our community. In addition, Martin has agreed to renovate the Bikini Hostel site located at 1255 West Avenue into a community greenspace.The call with Martin showed good progress on Terra’s commitments, but continued concerns with the City’s broader West Avenue infrastructure project.
Progress Report:
Baywalk: Easement agreements with the four properties are nearly finalized, with the City assuming ownership and maintenance, thus removing HOA insurance requirements. Permitting is moving forward for the key segments at 800, 1228, 1250 West Ave. and 1450 Lincoln Rd.
1255 West Avenue/Former Bikini Hostel: Planning is underway for a beautiful, green, primarily passive community park. The goal is to avoid features that could encourage loitering or encampments.
1250 West Avenue: Sales and tenant relocation are complete. Demolition permits and utility work are underway, with approximately five months of demolition expected. The sales gallery is targeted for December.
Main Concern: West Avenue Infrastructure
The biggest issue remains the City’s West Avenue construction project, with continued:
Delays
Poor coordination and communication
Limited visible progress
Lack of accountability
The current West Ave./Lincoln Rd. phase is now expected to extend to approximately December.
SoBe West Priorities
Keep the Baywalk moving quickly from permits to construction.
Protect the 1255 West Ave. park as a high-quality, passive neighborhood amenity.
Demand greater accountability for the City’s West Ave. project, with clear deadlines and responsible parties.
Focus on the final quality of West Ave.—trees, landscaping, lighting, benches, wayfinding and overall streetscape—not simply completing construction.
Follow up on recent Buren Pedestrian Bridge Consultant Report sent to the City Manager and City Engineer for evaluation and report next steps to the community.
Bottom line: Terra’s projects are progressing; City infrastructure execution and accountability remain the primary concern for SoBe West.
